We prepared an international review of the PSTN switch-off process in a number of countries around the world, highlighting regulatory interventions and detailing the technical phases of retirement. That research included a further examination of trends in voice termination rates and reforms in line with fixed network evolution.
The value of telecoms services in the UK (2023)
We provided an update of a previously successful report on the continued value for money UK consumers continue to receive from fixed and mobile services given the increased usage and the investment in networks their providers have been making. To put this in context we compared telecoms to other regulated industries (such as energy and water), where bills continue to rise but where there has been no increase in the quality of the service provided.

Benchmarking UK regulation
We benchmarked the UK’s regulatory landscape for telecoms against other European countries. This involved creating a longlist of regulation that has been rolled back or removed across Europe but remains in place in the UK. A shortlist of priority areas was then determined, for which we produced detailed case studies.
Creating the conditions for scaled connectivity challengers
We produced an independent analysis of the economic, societal and competition benefits gained from having more than one scaled gigabit-capable fixed network (based on any technology), and the environment and conditions needed for scaled network competition to occur. We benchmarked the UK against five other European countries (Denmark, France, Germany, Portugal, Spain).

The value of telecoms services in the UK (2022)
We produced a concise analysis of the relative value consumers get from telecoms services in the UK. The exercise required benchmarking the UK against a set of six other comparator countries across fixed and mobile services. The research was complemented with an analysis of additional measures the industry has taken to support consumers during the cost of living crisis.

5G workshops
We delivered a series of four 5G workshops to a consumer organisation, including a market overview, consumer use cases, and the regulatory environment. As part of the sessions we also convened the CTOs of the UK’s four mobile operators along with representatives from Ofcom and DCMS to consider how 5G is likely to play out in the UK.
Policy recommendations to deliver gigabit-capable broadband
A study for a network equipment vendor on what UK policymakers could do to facilitate the delivery of gigabit-capable broadband to the whole of the country by 2025. We made six policy recommendations after having looked at how so called ‘broadband enablers’ had been used in other markets such as South Korea, France and Spain.
