We provide a deep dive of the EC's proposal for a revamped rulebook which spans spectrum and satellite to copper retirement and net neutrality. We ask whether it achieves the goal of regulatory simplification, or instead just introduce further complexity, and assess how it aligns with recent regulatory reforms elsewhere in the world.
