Spanish regulator to set new prices for access to Telefonica’s ducts and poles

The CNMC proposes an average 20% reduction in the monthly charges operators pay to Telefonica, and an 11% increase on one-off fees.

An important instrument to build fibre networks in Spain: On 14 December 2020, the Spanish regulator, the CNMC, announced a consultation on the new prices Telefonica should charge to other operators for accessing its physical infrastructure (ducts and poles). Alternative operators have heavily relied on Telefonica’s ducts and poles to build their own fibre networks.

How will the prices change? The CNMC’s proposal includes an average reduction by 20% of the recurring (monthly) charges operators pay to Telefonica. On the other hand, one-off fees would increase on average by 11%.

Next steps: The CNMC’s consultation will last 35 working days from its start date (4 December 2020). In parallel, the CNMC is also seeking input on the wholesale broadband access markets review (Markets 3a/3b) in which it plans to reimpose duct and pole access remedies on Telefonica at the national level, regardless of the varying levels of competition across different areas of the country.
