Founded by Matthew Howett in 2017, Assembly is an independent, London-based analyst firm providing subscription-based information, analysis and commentary on regulatory, policy and legislative developments that affect communications markets and the wider digital economy.

Matthew Howett

Founder & Principal Analyst


Matthew is a well regarded expert on regulatory frameworks and how they impact players in the sector. He is a regular contributor to the international press and broadcast media on a range of telecoms and technology issues given his ability to distil complex topics in a clear and confident way. He has spoken at a number of high profile events in Europe, Asia, Africa and Latin America on issues such as net neutrality, spectrum policy and broadband roll out.

Prior to founding Assembly, Matthew was at Ovum for 11 years where he led its regulation practice. He has an MA (Hons) in Economics from The University of Edinburgh.


Luca Schiavoni

Senior Analyst


Luca has a wide range of experience in the regulation of telecoms and technology, having monitored regulatory developments in Europe and a number of growth markets. He tracks new and emerging areas of regulation affecting the sector, such as privacy and data protection and cybersecurity. Areas of specialisation also include regulation for the Internet of Things, spectrum policy and roaming.

Prior to joining Assembly, Luca was a senior analyst in Ovum's regulation team for 6 years. He has a BSc in Political Science from The University of Bari and an MSc in Communications Regulation and Policy from The London School of Economics.

What we do

We are specialist providers of regulatory intelligence. We believe in doing one thing, and doing it well. Our focus is on the regulatory and policy developments that affect telecoms operators, infrastructure providers and technology companies. Our analysts are experts in their field and have spent many years building relationships within the sectors we produce research for.


Our approach

We take a modern approach to the industry analyst model. Our subscription service is modular meaning you only have to subscribe to what you need. We also want as many people to use and benefit from our research and regulatory intelligence as possible, so when you become a subscriber everyone at your organisation can register for access.

We make use of the latest tools and technology to produce, deliver and update our research. We don’t rely on annual update cycles and we don’t produce 70+ page reports few of us have time to read. We distil and simplify information into a more usable format that you can use to engage with your stakeholders.
